USADA literally and figuratively states there that they follow WADA

The say I am a face of boxing, so I am making a stand.” Few months ago team Pacquiao stated that issues with drug testing have been resolved and since there is no USADA in Philippines, WADA would test Manny Pacquiao while he trains there. Since WADA sets the code for every one in the world there shouldn’t be any problems. However upon hearing that Mayweather balked. Why? Unfortunately Floyd was not available to comment.

To be general about it , it is the fighters health that is on the line ,not the boxing commissions ,so every fighter has the right to be concern for their health ,especially if they feel the other boxer is manipulating the boxing commission's regulations.

It was obvious from the beginning that the test was just a smokescreen to duck Pacquiao. Floyd Jr. and his Flomos don't even understand that USADA is under WADA.
